Papua: Military Approach that Failed?

Papua is fragile nowadays. The security that is demanded by all of Papuans till now cannot be upheld by the Indonesian government. People are being the victims. Not to mention, many died in the demonstrations and riots. The victims are not merely from the civil society but also coming from the foreign people and the military troops. The gun shootings are heard everywhere. Some people claim that this harassment is caused by the separation organization, Free Papua Movement (Indonesian: Organisasi Papua Merdeka, abbreviated OPM). However, the statement already denied by Indonesian Institute of Science (Indonesian: Lembaga Ilmu Pengetahuan Indonesia, abbreviated LIPI). They suspected that the party involved in this harassment was the military itself.
Papua is located far from the touch of Indonesian government. Many people speculate that the government of Indonesia is getting weak to recover Papua. Many countries have begun to support Papuans to have their own sovereignty. It is because the Indonesian government has failed to preserve the security or even to win the trust of these 2.851.999 Papuans.
The Deployment of the Indonesian National Armed Forces (Indonesian: Tentara Nasional Indonesia, abbreviated TNI) since 3 years ago is considered failed to occupy the security among Papua. President Susilo Bambang Yudhoyono (SBY) firstly claimed that this deployment was needed since Indonesian government would like to erase the separation organization, OPM from Papua land. President SBY also said that the deployment was for creating stability. By this order, the troops work with Polisi Daerah or regional police to maintain the security.
However, what is coming as a problem is the effectiveness of the TNI itself. Can they approach the headquarters of the OPM?
Until now, the TNI cannot directly attack the post of the OPM since they get burden of the geographical aspect. This reason is not reliable. The point is, the government has stated that the TNI has to overcome this problem by gradually arresting the doer. In the reality, the TNI just moves inside the city. The commitment to condemn terrorist is not significantly done by them. President Susilo Bambang Yudhoyono is no longer pushing them. People need to see that the commitment is granted by the real action. The notion appearing right now is no one should become the scapegoat and no one shoots people first without any court at the very first place.
In addition, public now is having lack of trust toward the policy coming from the government. They see that with many TNI staying in Papua, it will no longer create stability as what is intended. The recent incident literally showed to the government that the TNI had been unaccepted there. The people are getting easier to be provoked to avenge such as the case happened to Pratu Ahmad Ruslan, an officer of the TNI. He was attacked by the people since he unintentionally hit a child named Devi Wanimbo. There is sentiment from the Papuans and it makes them not really close to the TNI.
Moreover, the controversy of the TNI’s existence in Papua has begun since the middle of 1998 when the top of harassment happened in the Soeharto regime. These troops were showing their arrogance and arbitrary harassment to the people. Thus, it influenced the acceptance of Papuans as well as the trust upon this party.
There are three aspects that have to be considered regarding to the presence of military approach in Papua. Whether or not the government policy in appointing this party has been appropriate enough to preserve and emerge the security upon Papua.
Firstly, the presence of military troops approach to solve the problem is considered exacerbating the recent harassment done by the military itself. The government sees the OPM movement as a big threat. Rather than evoking the sympathy and trust toward the Indonesian government, President Susilo Bambang Yudhoyono in his order sent the TNI to Papua. Based on the law number 34/2004, he believes that by preserving the security of Papuans can promote their trust. He wants to show that the OPM should be erased from Papua. Well, it is right to stop the separation organization but reflecting to the status quo right now, people get more scared of the military existence and not by the OPM action.
Right forward from now, the government policy determines the destiny of the people in that country. The deployment of the military troops can be done if there is a military operation need in one area. It should not be deployed just because there is a demand from the intelligence or the military commander. The duty of the TNI is clear. They drive the military operation such as war, separatism organizations, terrorist and so on. If yes, those requirements are happened, thus the president must deploy the Indonesian National Armed Force. However, does it the policy that is demanded by Papuans and regarded with the Law of Indonesia?
The additional existence of the Indonesian National Armed Force is actually rejected by Papuans. Seemingly, people do not want to have the TNI in the land of Papua. The policy actually has the controversy which does not regard to the law number 34/2004. Moreover, the deployment is not in line with the previous policy holding by the government to use the cultural, economic, and social approaches toward Papuans.
Even the government was, for example trying to erase Aceh Freedom Movement (Indonesian: Gerakan Aceh Merdeka, abbreviated GAM), in the end, they used diplomacy. The same situation happened in Papua. Many more murders happened after the presence of military. It assumed that the OPM sees the oppression from the government and they do not want to compromise. The OPM did not see any diplomacy way so simply they used gun if being attacked.
Separation is always demanded by the OPM. They think that Indonesian government is not capable in caring Papuans. Indonesian government is deemed to just exploit the wealth of Papua. For example, Freeport got the contract extension to dig the gold. Again, the existence of the TNI is justified there to secure the Freeport. The TNI is obligated to overcome the danger if OPM’s attacks within the area of Freeport.
While the unfairness regarding to Papuans as the owner of Papua land, the government just simply neglects their voices. It seems impossible even for Papuans to be involved in the project of digging gold. It is because the result of this project is only flowing directly to the central government in Jakarta and more to the US country.
The controversy even more heated when the government would like to deploy Densus 88. It was rejected by some organizations. The idea of deploying Densus 88 creates the notion of using more guns. People see that the repressive method is no longer appropriate.
Let’s see the reality; the problem recently is not because of terrorism but because of a bad economy. Thus, just fix it. The model that is needed in Papua and the OPM is persuasiveness, dialogue and social approaches. If the Indonesian Police would like to solve the problem on how to overcome the OPM, using the intelligence will be more effective for the early detection and to anticipate the situation.
Secondly, the government seems that they neglect the humanitarian abuses happened for a long time in Papua. Military tribunals are held rarely and lack of transparency. Furthermore, the charges for especially the TNI are frequently far from the seriousness of the abuses.
In January, for example, three soldiers from Battalion 753 were sentenced between eight to twelve months imprisonment. Despite video evidence of six soldiers torturing two Papuans, the tribunal only charged three of them. The case remains a big hole for the victims.
As reported by World Report 2012 of Human Right, in August, Jayapura tribunal only convicted three soldiers from the same battalion to disobeying order and they were sentenced to six, seven and fifteen month prison. The case was these three man shot and killed Kinderman Gire on the suspicion he was a separatist.
This is even worse; the recent case was the police shooting Mako Tabuni as he was suspected to be the master of shooting and harassment in Papua. He was an activist in the West Papua National Committee (Indonesian: Komite Nasional Papua Barat, abbreviated KNKB). The police claimed that Mako tabuni was trying to escape thus they must shoot him. This was not the intended proposal; nonetheless the universal law stated clearly that even the most dangerous terrorist cannot be shot just because he does rebel. This shooting provoked riot afterward. The supporters of Mako Tabuni got down to the street and made chaos.
The thing is, let the tribunal judge him whether or not he deserves the sentence. If it is true that the police have done some trials; still, it needs to be clear and reasonable in order not to create greater victims.
Thirdly, Papua needs more reliable policy to preserve the stabilization such as transparent court and open justice. It is obviously the government’s duty. If Presidents Susilo Bambang Yudhoyono wants to open the previous human right abuses tribunals, more people will get better trust to the government. It shows how much government would like to clear the unfairness and give better understanding between central government and Papuans. The government can probably erase the preconceived notion that the trial between military and the civil society is a way difference. Accordingly to the same position of people in the law, they must be treated equally.
There is no compromise for those who are deserved to get sentences of prison. Not to mention that the soldiers should be discharged if they abuse the human right. The other duty of government is to recover the rights of the victims in Papua whose right has been abused.
What actually happened in Papua are the reflection of the uncertainty upon the policy of power on power. The government as well is failed to present the justice, equality, assurance of political right, economic, social and cultural right that have not been enjoyed by Papuans. The government is better to consider what Papuans’ demand. The government needs to win their trust.
In short, the implementation of Law number 34/2004 needs more consideration. It is not as simple as calling someone to come for help. The deployment of the TNI or Indonesian National Armed Forces only can be done if there is political decision from the government and not merely by the president.
The duty of government is embracing the needs of the society. It is important for the Indonesian government especially the President to reconsider the existence of military troops in Papua. If the appointment of investigation and keeping peace can elevate the security then it also has to be transparent for the civil society of Papua in order to avoid misunderstanding and emerging the trust of them.

A Worth It Love


The story began in a white house where a beautiful girl woke up starting her day. Her name was Lily who was known as really bright and smart girl in her village. Starting her day by doing chores was definitely her routine before she went to school. Her school was quite far from her house. It was located in a nearby town. And To reach the school, people need to pass little rain forest. It caused not that many villagers went to school. 

Lily was not only known among villagers for her brightness but also her really strict family. Although they lived in the village, they have more moderate thought in seeing education than villager for general. It was quite good but it also led Lily into trouble.

In the deep of her heart, Lily was in love with a young farmer named Jade Huston. Nevertheless he was very nice looking with strong muscles. Unlike Lily, Jade did not go to school since he came from a poor family. Jade was a hard worker. Although he worked in others’ properties people reckoned his good working. Mostly the girls in the village adored him including Lily. Not to mention that Lily was always looking at him whenever she passed his farm. Unfortunately Jade did not know that Lily was in love with him. 

One day, Lily was ordered to continue her education in the Town. She definitely loved the idea but she still worried about her feeling to Jade. Even she was afraid to tell her parent that she was in love to Jade. She knew at the time she told the truth, her family would neglect her feeling. “What happens my dear? You look unhappy with your future education” said her father. “No Papa, I just think it maybe will be that hard to separate from you all” said Lily lied. “Oh my lovely Dear, we will visit you very often. So no worry, alright!” said her father enthusiastically. “Thank you Papa, I think I feel better” said Lily. 

Lily was accepted in the Julian College, one of the most prestigious colleges in British. By the day she was about to go to the Town, her family held a little farewell party. Some of her friends were invited. Surprisingly Jade came, too. 

“I am very happy to say to you that my lovely daughter, Lily is going to take medical course as her major” her father starting his words. Lily was blushing and smiling as well as bunch of applause was welcoming the speech. I wish you a very luck there sweet heart” ended his father. At the moment she was about to enter the cart, Lily was staring at Jade, her first love. Jade was looking her as well. They were staring for minutes without any word left.

In the way to the town, Lily was hardly thinking about the meaning of his sight. Lily was just able to guess that maybe Jade was really sad to let her go. “Maybe Jade was love me…said Lily under her breath. 

Throughout the year, Lily was really busy with her college stuff until she did not have to send a letter to jade. However in the deepest of her heart, it was only for jade. Lily spent four and a half for her medical school. She was inaugurated as a doctor and could work soon.
“Papa, I have graduated” said Lily happily. “You are really my lovely and my proud, dear” said her father. 

“Papa, may I go to see the farm? It was so long since the last four year I saw it” said Lily. “Sure, my dear”. But come back before dark, will you?” asked her father. “You have my word Papa” said Lily without any doubt. 

Lily was really happy. She was so glad standing and feeling the breeze in the farm. From far she saw a woman and a little girl walking ahead to her. “Hi, what a lovely afternoon” said the woman softly. “Oh, yeah, it was so nice, anyway my name is Lily. And you? Asked Lily. “I am Elizabeth, Elizabeth Huston. Lily’s pleasant was only last for a minute by the time she heard it. It meant that jade was got marry. The woman in front of her was his wife and the little girl was their daughter.

“Lily! shouted a man behind Lily. Lily was turned around and saw Jade. “Papa! shouted the little girl. Finally, Lily knew that actually Jade was in love with her. They were just too afraid to say their feeling each other. It was what made them separate. It made Lily realized that actually Jade, her love was worth it to be achieved for.

The Brave and Faithful Doyle

Once upon a time, there lived an undisputable gorgeous princess named Dolla The Princess of Komee Kingdom. She was young but really proficient in the skill of war. She acted as deputy of general in the Komee Navy for her appeal to his father, the King of Komee Kingdom. Not to mention that the kingdom had the most famous navy among the British Isle. Thus, it was hard to defeat it. The Kingdom was located in the North Edinburgh, Scotland where it known as ‘the Athens of the North’.

 As the role model, Princess Dolla tried as hard as stone to keep the Komee Navy’s dignity by dedicating her full attention to this matter. She even ignored how to smile when she drilled the troops. One of her troop, named Doyle was one of the brilliant troops in the Komee navy. He had precise and accurate gun shoot. Moreover, the thing that could not be neglected was he had really charming face. Somehow, the Princess Dolla caught his skill at the first sight. They get closer and more since the incident in the last rehearsal when she was exhausted felt unconscious in the ship far from Edinburgh. The one that directly armed her was Doyle. He looked after the Princess until she got healthy. 

Within months their relationship was smelled by the King. As the nature of tradition, it was forbidden for the Princess to have close relation toward the below stage. “You have to end this craziness my princess. Nothing can be counted on this boy” said the King in the gently to his daughter in the castle. “He is not only a boy, he has name, father” insisted the Princess. “He is Doyle and he is more than awesome” said the princess. “Nobody is allowed to break the rule, neither do you” said the King clearly. The King left the Princess alone. 

The other day, Princess Dolla met Doyle in the field and told him what had happened. “I am more than brave to show my faith toward this kingdom as well as my faith to you, Dear” said Doyle. “What will you do then?” asked the Princess soon. “I am going to meet your father and ask you for me” said Doyle without any doubt.

The next day, Doyle met the King in the main castle and stated his intention. “What you have son?” asked the King sarcastically. “You even nobody who solely came from poor farmer family” added the King. “I’m is nothing if compared to my faith to this Kingdom, Your Majesty” said Doyle calmly. I give my dedication to my family, my King and Dolla. I believe I can prove it, My King” added Doyle. “The question that, will you let her to break the tradition which this Kingdom puts it at the top principle? I can’t guarantee your appeal to be recognized if you don’t have that capability you claimed before”, said the King directly. 

“I will do whatever you ask, My Majesty” said Doyle. 

The day of prerequisite came. Doyle was asked to come to the amphitheater where the whole people of the Komee kingdom were able to gather and see what the King ordered. In the edge of the left entrance, there were two huge black boxes. Doyle who came from the opposite entrance was little trembling to see those two square thing provided by the guards of the castle.
“Doyle, just face it! It was what you order right” said the King loudly. “Just point one of those two boxes. Prove that you serve your faith to us. One of them is two little pet of mine, if you can be last for the last a day with those creatures without kill them, you passed” added the King. Hearing that threat the Princess started to be frantic. “The other box is the thing that you like, probably. Whatever you got, you should convince them to be still strong to achieve your goal” said the King lightly.

This was the time. Doyle walked forward close to the boxes and slowly pulled the black carpet covering the left box. Big but sealed since they sleep, two big lions, were there. The cage was opened soon. And now, Doyle was caged with two crazy big lions, in a day.

He definitely would not disturb these lions. The last hours, there still no movement in the amphitheater except the blows of the lions’ snores. Suddenly when the sun dropped, there were movements. The smaller lion woke up. The whole people were frantic. Doyle with such his power thought about the strategy he should do. The lions seemed hungry. Knowing that lion is a greedy creature, Doyle got a trick. “Come here big cat, are you hungry?” said Doyle loudly. The lion seemed annoyed. Without any instruction, the smaller lion run to catch Doyle but he masterly avoiding to the other side, and it crawling the bigger lion. Doyle kept freezing like he gave up. The bigger lion was mad and defeated the little lion simply because the bigger lion did not want to share its dinner. It was more than freaking out. The last minutes, the smaller lion seemed lost and at the same moment the princess run to unlock the entrance and made Doyle could go and free. The people were applauding since they knew that there were no rules broke.

Finally Doyle could marry Princess Dolla. He could prove that his faith and his brave for her led him to not break the rule. They lived happily ever after.

My Great English Department

I've been studying in one of the best English Departments among Indonesian universities for this approximately last 4 semesters. English Department of Semarang State University has been recognized as the best English major in Central Java. It is integrated with Faculty of Languages and has been struggled to achieve the ISO recognition which could generate this major equally as best as other international measurement. It's divided into two programs they are English Education and English Literature. People consider this major for long period for it sophisticated personnel including the staff and lectures as well as the students. The lectures are amazingly friendly and easygoing toward their students in the teaching and learning process. They facilitate their students by ranging some of the demanded course works such as debate, journalism and of course pronunciation. It also provides comprehensive teaching materials which can be implemented as well by its graduates in educational matter and literature. The facilitation is astonishing. It has 2 major laboratories of language as well as sufficient classes. Mostly they are small classrooms but not that limiting the students because each class only consists of not more than 23 students. The knowledge transferring runs effectively and the interaction between students deems excellent. In short English Department of Unnes gives great experiences toward the students from its visible aspects to create smart applicable graduates thoroughly.

Two Hours with Indonesian Ministries
Last Monday was one of the most meaningful days in my life. Though I came late to that event, but I did not find any difficulties to join the event. The event was called Talk Show and Dialog with Ministry of National Education and also with the Ministry of Civil Prosperity. First of all, I did feel the glad in bunch atmosphere there, where so many people gathered to welcome the ministries in Semarang State University. Maybe this was their chance to aspirate their demands on prosperity and education problems. Nevertheless, people were really excited when the people who they waited for finally come. Deliberately I also welcome them in rows with other students at 11 AM. The ministry smiled on every single student included me too. After that we all entered the hall and welcomed also by singing performance. Next, the host started to make a dialog with the ministries. The first was Mr. Agung laksono as the Ministry of Civil Prosperity, who delivering his speech about government action to counter poverty. And as the second speaker, our attention moved to the ministry of National Education, Mr M.Nuh. He talked about Indonesian Education which was I waiting for. The ministry also told the audience about the background of the Bidik Misi born. I deeply listen on his speech. And I even did not want to lose any important information. Since it was related much to what I’ve been holding now as the students of Bidik Misi Scholarship. At that time he gave so much motivation that we would be like him if we studied hard. After delivering their speeches, the host moved to the question and answer section. There were about 5 student representatives from 5 Universities asked about the solution of the problem they faced. Next was the answer section from the two ministries. Though I did not involved in the dialog, but the 5 representatives has also reflected my mind about education. I gained so much information and motivation came from the dialog.And finally we reached at the end of the sections. I saw the ministries came out and got long applause from the audience. In two hours left I believed that one day I will sit on the seat they were, and make a change like them in my beloved country Indonesia.

My Perfect Smile


I find my day full of affection and smiles. I know the one and only gives me those prestigious things is My Grandpa. For sure, he has the most wonderful love and smile for me. Though, he is 70 years old now, he still remains to be that. My grandpa is not too tall, only 160 cm. He has black thin hair. When the white comes, he tries to polish it. He has big eyes, a pointed nose and big warm smile. The perfect warm smile he has, makes he looks younger. Maybe it is because he usually changes his teeth about once in three months, so he has quite good teeth attached on her smile. He also has rather big jaws. His lips look brown, since he cannot far from cigarettes. As he is quite old, he has rather wrinkled forehead. All of his skin turned to be wrinkled also. It is obviously looked in his thin body. However, he doesn’t lose his muscles. Because, I know he usually goes to rice field, so that is why he has a dark brown skin and good muscles. His fingers are looked quite strong, since her palms are so hard. My Grandpa gets strong feet, but they are so hard in the surface since he usually goes out without any sandals. Sometimes I imagine how he will be in his 80 years old. Will he be still as strong as he is now?  I hope he remains to be his own personality that is shown in his warm perfect smile. I always pray for him.
